Wales is unique in having revalued its council tax bands. In 2005, Wales introduced new bands based on April 2003 property values — moving from the 1991 reference point used in England to a more recent one. This produced significant changes: many properties moved up or down bands compared to their pre-2005 position. Eight bands were replaced with nine (A–I in Wales, versus A–H in England).
Despite this revaluation, errors remain possible. The 2003 exercise was still conducted at scale, and comparable-evidence challenges remain a valid route in Wales. If similar nearby properties are consistently in a lower band than yours, you have grounds to submit a review request to the VOA.
Cardiff council tax rates
Cardiff Council's Band D rate of approximately £1,650 per year is lower than most large English cities. However, because Wales has nine bands (A through I), the range of annual bills is wider: Band I (the highest in Wales) is charged at 21/9 of Band D — making it 2.33 times the Band D rate. Band A is 6/9 of Band D.
Each band reduction in Cardiff is worth approximately £183 per year (one ninth of £1,650). For a two-band reduction, that's approximately £367 per year.

Cardiff postcodes CF1 through CF24 cover the city itself, with CF10 being the city centre, CF11 Canton and Pontcanna, CF14 Whitchurch and Rhiwbina, CF23 Roath and Penylan, and CF24 the student and residential areas near Cardiff University. Outer Cardiff postcodes (CF3, CF5, CF15) cover Rumney, Ely, and Pentyrch respectively.
