About EntitledUK
EntitledUK is a UK consumer service that helps homeowners and tenants check whether their council tax band may be wrong — and gives them everything they need to challenge it. The service launched in 2026 and is built around a free, instant postcode lookup that pulls directly from the Valuation Office Agency (VOA) public register.
Council tax bands in England were set in 1991 by the VOA using a large-scale drive-by assessment exercise conducted under significant time pressure. The VOA has acknowledged that up to 400,000 homes in England and Wales may still be in the wrong band — meaning they are paying more council tax than they should be. No comprehensive revaluation has taken place in England since, leaving these errors in place for over 30 years.
EntitledUK provides a free check using the public VOA register and, where the data suggests a challenge is warranted, an evidence pack for £29.99. The pack includes a full comparable properties analysis, a pre-written challenge letter personalised to the user's property, and a step-by-step submission guide. Claims management companies typically charge 25–30% of any saving achieved — EntitledUK charges a flat fee, so users keep their full refund.
The VOA challenge process is free and managed directly by the government. EntitledUK provides the evidence and tools to do it properly; users submit the challenge themselves.
Key facts
- The VOA has estimated that up to 400,000 UK homes (England and Wales) may be in the wrong council tax band
- Council tax bands in England were set in 1991 using estimated April 1991 property values — and have not been updated since
- Wales conducted a revaluation in 2005 using 2003 values; Scotland uses the same 1991 reference date, managed by the Scottish Assessors Association
- A successful band reduction is typically worth £150–£350 per year and is backdated to the date the challenge was submitted
- Submitting a Review of Band request to the VOA is free — EntitledUK charges £29.99 for the evidence pack only
- In 2023–24, the VOA received approximately 65,000 challenges. Fewer than 100 resulted in a band increase
- EntitledUK is operated by AJAR Ventures Limited, trading name EntitledUK, incorporated in England and Wales
Founder
Corey Rainbow is a London homeowner who built EntitledUK after discovering that several properties on his road were in a lower council tax band than his own comparable property. Having gone through the VOA challenge process himself, he built a tool to make it easier for others to check and challenge. EntitledUK launched in April 2026.
